What carrier are you trying to use? If you're trying to use an MVNO that uses the network of a supported carrier, the option to change the settings will not appear as the phone does not realize you're not using the supported carrier. (e.g. attempting to use a SIM from StraightTalk, which piggybacks on the AT&T network)

Rogers Canada. They are the largest Wireless company in the country and all the towers belong to them.

Rogers is a supported carrier. There is no need to access or modify the APN settings. It should work just fine out of the box.
If something isn't working, it's because they haven't provisioned your account correctly.
