There's nothing "fair" nor "unfair" about it. There are only the product's features, and connecting an iPhone to another phone via Bluetooth - except for, in some circumstances, tethering or for game play or other app-to-app communications between certain apps on a iPhone - is not a feature of the iPhone. You can express your interest in expanded Bluetooth capabilities to Apple via their feedback page, if you wish:
I'd suggest being specific about what sort of Bluetooth support you wish to see added and why you feel it would be of benefit to iPhone users. Keep in mind that Apple, like any manufacturer, needs to see value in terms of continued or preferably increased sales when considering investing to develop any new feature.

I think more people should complain to Apple about this ! Demand a software update to allow users to do so .
