Hello, that's a strange one!?
Safe Boot, (holding Shift key down at bootup), run Disk Utility in Applications>Utilities, then highlight your drive, click on Repair Permissions, reboot when it completes.
(Safe boot may stay on the gray radian for a long time, let it go, it's trying to repair the Hard Drive.)

I repaired permissions on safe mode and it still is not doing it for me.
When I am on the log in screen, the wacom tablet seems to be working normally, but when I log in to my account, it stops working and need to reinstall in order to be able to use it.
I only have one account on my mac and it is admin.
Any ideas about what could be happening?
I was cleaning up my mac recently, and I may have deleted some file accidentally.
I reinstalled mavericks yesterday, and the wacom tablet is still giving issues.
I have an intuos 4
