Same error here. It's impossible to use it on Windows because of that. I think Apple cares little for Safari on Windows. It's a shame :/.

So, this morning I took a stab at opening Safari. It said "Windows is configuring Safari" upon opening, as if it was being used for the first time. After it opened, I immediately reset Safari and disabled plugins. It appears to be running stable now for some reason.
