If you turn off automatic transitions before you import your pictures, you won't have that problem. That's in preferences.
I'm not sure you can set the picture duration that short. I have not tried it, and I have run into other time limitations in iMovie that made no sense. As for the moving "zoom in and out" that is Ken Burns. Open iMovie Help and type "Ken Burns" and select: "+Modify the motion (Ken Burns) effect applied to a photo+"
It gives very specific directions on how to control this effect.
I always use picture in iPhoto because I can do edits there more easily first, and then I move them into an "album" to choose them, then select them all and drag them into the iMovie project. That's much easier than working with that dinky box in iMovie.
From the trouble you're having it might be able to prepare the project with this in mind and start over. Alternatively, you could select the pictures and drag them to iphoto and make an album from the "last import" so you don't have to start ALL over.
