How can I get on-line program Help?

How can I get program Help?  When I hit help and click on a topic, a window opens saying I am not connected to internet and that if I am connected, to try again later.  I am connected to the internet, but still can't get through.  I can go to the Apple suppot site, but find it hard to find the topics I am looking for.  It doesn't matter what Apple program in ML  10.8.2 I have open, none will let me get help through them. It is two weeks later and still not able to get on-line help through the open program.  Any ideas?

    This doesn't sound like the same problem, but you might try deleting the and from your user Library/Preferences folder. You can get to your user Library by holding down the option key and selecting Library from the Go menu in Finder.

    Yes, they automatically rebuild.  You won't lose anything.
