I am buying an iPhone 5 from Apple.  If it's unlocked will it always be?

I am buying an iPhone 5 direct from Apple.  I'm with Three network at the minute so I asked if they could swap my sim to a micro sim.  This was not a problem, but they said whatever sim I put in first it will be locked to that network.  They were trying to get me to buy one from themsleves, stating it was cheaper and if it was going to be locked to them I might as well.  I know know if they were tying to have one over on me to get a sale as I have never heard of this before.  I assumed if it was unlocked, it would always be unlocked.  Is this true?
