Open Disk Utility, select Macintosh HD in the sidebar and verify the disk. Does it show any error?

Have you checked if you have more than one partition on the hard disk? On the Disk Utility sidebar, how many partitions do you see under the hard disk (at the top of the sidebar)?

Sidebar shows , I tb hd,
This was a complete re install of lion, so I'm unclear as to why boot camp assistant cannot partition the disk for win7 install

In your case, the only option is to reinstall OS X erasing the whole hard drive, so Boot Camp Assistant will be able to create the volume
