Reinstalling iMovie will almost certainly have no effect on your problem.
Move the iMovie library to the Desktop and launch the application. Does it still freeze?

I did not download iMovie from the AppStore. It was included on my computer when I purchased it, and I updated the software.

This issue might be caused by a number of problems, including issues with the iTunes and iPhoto libraries, but is likely either a problem with corruption in the current iMovie project that automatically loads when the program starts, or with the program's preferences.
Does iMovie load properly in another user account on the system (create a new one in the Users & Groups system preferneces to test this), and if so, then in the Finder go to the Go menu, hold the Option button, and choose the Library from this menu. Then go to the Preferences folder and move the files called "com.apple.iMovieApp.plist" and "com.apple.iApps.plist" to your desktop. Then try relaunching iMovie to see if this helps at all.

So my computer is set up so that when I click on Movies, I have the two folders: iMovie Project and iMovie Events. I moved both to the desktop. I reopened iMovie, which asks if I want to continue loading the failed project. I click no, and I see my project library, which has one listing as "my first project" which is blank. iMovie still fails to fully load. The program continues by freezing up.

Thank you to all who responded. Topher, your solution worked. It did work in an alternate user, so I moved the files you told me to the desktop. Can i still import my prior projects? Can i delete the two files that are on my desktop, or will i need those?

You shouldnt need those files, they contain user-preferences that you can set by going to iMovie's preferences settings and otherwise adjusting the program's options. You should be able to import and use your prior projects just fine.
