Have you tried the simple things first: power down and restart the iPad Mini, then softe reset, als called reboot, by holding both the power and home buttons until the apple logo appears (ignore the red slider) and it restarts. Those steps often clear minor problems.
But you can login to your wireless network and the internet with no problems? And use other internet functions?
Curious since I use a regular iPad and have no isues like this, but don't have a mini.
Have you tried Software Update and App Store Updates to see if there are updates to the software for the mini?

no update available...using ios 6.0.2. I had heard facetime and imessage was down back in november....who knows. could be a problem with just the mini? electronics....gotta love em, huh?
