Can't delete file.  Error code -43

A file on an external USB drive connected to a Mac Mini will not delete. I can move it to trash but then cannot empty the trash. Also, iyt's name has changed (without my action) to include a number of Chinese characters.  When I try to delete it, I get error code -37 and sometimes -43 with a message saying the file cannot be deleted because the volume it is on is in use.  This happens even after startup when no applications have run and empty trash is the first command attempted. I have verified the volume in DiskUtility.  When I look at the file in Get Info, it list "unknown permissions".   I can move the file around to different folders, in and out of trash.  It cannot be renamed or opened.


Any ideas on how to delete it?  Also any thoughts about whether it is safe to delete it?  Does the message saying the file cannot be deleted because the volume it is on is in use mean that somehow trying to delete the file will try to delete the volume as well?


(Plan B is to move all the other files on the volume to another location, erase the disk, and copy it all back. I have no backup for this volume.  All the files on it are in temporary use, and can be accessed from other locations if lost.)
