Enhance panel missing by default

When I select the Adjustments column, I always tweak the contrast, definition etc as a matter of course. Now the Enhance panel is missing and all I have by default is Straighten,  White Balance, Exposure and Highlights and Shadows.  I have to "Add Adjustment" and check Enhance to add it back for every single photo.

The only difference is I now shoot only RAW, but it seems to apply to jpgs too.  I must have deselected it somewhere.

Is there a way I can make Enhance panel stay in the Adjustments permanently?   Thanks.
