@Dahveed Look I've got exactly the same problem. I was happily using my US Bank issued credit card for all kinds of app store purchases until I purchased a new macbook pro retina. Then the insanity started. This does suggest that something recent - for me within the last several months - changed. As I have not changed any of my banking details, it seems clear that something within Apple's operating/ecosystem did change. And its a very negative change for me as well as for millions of other expats round the world who for many, often legal and ease-of-use issues, choose to bank in their home countries. If anyone can point me to a place where I can make my voice heard directly to Apple, please do let me know. This change may make it too inconvenient to run an Apple based business.
