Since ios 6.1 has not been released no one would know what it contains. If they did know, they would be bound by non-disclosure agreement not to tell.
You will have to wait until it is released.

No one here knows what is in iOS 6.1 but I've never experienced the problem you describe of using cellular data rather than WiFi when connected to a WiFi network. The only verified report of this I've seen was on Verizon networks and was corrected by a special patch several months ago.

I think what happens is the wifi connection fails, so it uses 3g.
I have the same problem - chewed through my 3g bandwidth in a week or
so (we get very limited 3d data in NZ).
Sigh... 6.1 didn't fix it.
