I can't imagine where else there could be a voice control. It must be either Siri or Accessibility.

Using Voice Control on iPhone 4S and later
If Siri2 is turned on, you will be unable to use standard Voice Control. To use Voice Control, turn Siri off in Settings > General > Siri.

Jan 31, 2013 6:55 PM in response to ashtonnicole9by turingtest2,It seems it isn't possible to disable voice activation via the home button. If the device is in warranty/AppleCare get it repaired/replaced by Apple. If not, decide if you can afford the repair either by Apple or a 3rd party, or consider using a case that would prevent accidental pressure on the home button.

Jan 31, 2013 7:32 PM in response to turingtest2by modular747,It doesn't appear that there is anything defective with the OP's phone. He stated he has a "bow" on the home button that catches in his pocket, engaging it. Removing the bow (whatever that is) is the thing to do.

Jun 3, 2013 11:47 AM in response to ashtonnicole9by jaredhilton,Tap Settings, tap General, tap Passcode Lock, tap Turn Passcode On. When that is enabled, below there is an option to toggle Voice Dial on or off (note: Music Voice Control is always enabled). Unfortunately, if you do not want Passcode Lock on, you cannot disable this feature.

Correct. You cannot turn it off.

Deactivating Voice Control from the lock screen doesn't work, but Siri does.
