The number is tied to your iPhone. If you're using the same Apple ID on more than one iPhone, you're going to have problems and should probably set up a separate Apple ID for iMessaging for one of them.
Sign out of iMessage on both your iPhone and your iPad. Sign back in on the iPhone. Wait until it activates. Sign back in on the iPad.

You hit it on the nail! It works!
The problem should be, as you said, that I have to iPhones with the same Apple ID, i followed your instructions (sign out of iMessage on iphone, etc....) and did it!
