As I said, I changed the password (which was accepted by the system as I was then sent on to the next step in the process). Each time I went back to icloud.com, the same message came up telling me to change my password.
I then rang the Apple helpline here and after 1hr 20mins of talking with a junior engineer, spoke to a supervisor. The supervisor then told me to wait 24hrs, at which point I would recieve and email with a major 'reset' instruction. The email duly arrived, I canged my password and everything is back to normal.
Call your Apple Help people. They'll sort it out.
When I was at work yesterady I didn't have the time to spend on phone calls to apple, I'm afraid. But when I got home my mac allowed me to get to iCloud with the new password after a while. I had to restart Mail to get that to work; and then I restarted my iPhone and that started to get emails from iCloud too. I had previously resdt it several times during the day to no avail. I think that I was not getting emails for at least 12 hours overall but everythings fine now.
Someone else has just started another thread about this today so I guess it's not just you and I affected.

No, it would appear that mine was a major bug. The junior engineer was stumped, that's when she put me through to her supervisor who initiated the reset. Total pain in the hole as I was locked out of everything but they sorted it within 24hrs.
Despite being asked to change my password, the system simply wasn't playing ball and although it said that my password HAD been changed, it hadn't. I was going round in ever decreasing circles. Still, all better now (until the next time the system decices it's time for more fun and games).
