Double tapping does nothing. Neither does the back button. There is no home button, exit button, nothing. I'm not even sure what app it is. It doesn't show on the list of those running. Appreciate more advice.

what Julian means is double click the home button on your ipad (the round one below the screen)
this will bring up a bar that shows your recent applications.
find the one that is popping up, hold your finger on it until they 'wiggle' then press the X on that icon to shutdown that app.
I would also go into settings>notifications and turn off messages from that app.

Oh pardon, yes I have done that - many times. Hold on to your seats: It does absolutely nothing when this app (whatever it is). Nada. It flashes the program that was open for half a sec and then back to the same old. The thing is this: All the apps look fine. They are fairly standard and were what I had before without trouble. Sorry to be a drama queen.

Oh my god! i've never seen that!
What is the app? or is this your ipad doing it on its own?
I can only suggest that if after a reset as i described above the ipad goes straight back to doing this, then i would walk straight into an apple store.
I support around 300 ipads at work, all usually busted by the sales team and i've never seen this at all.

I agree with tech madness. Do a reset of your iPad. If that doesn't help make an appointment at an Apple store to have your iPad evaluated.
To reset your device. Press and hold the Home and Sleep buttons simultaneously ignoring the red slider should one appear until the Apple logo appears. Let go of the buttons and let the device restart.
