Same here. Though on my 13" Macbook Pro, the tab is not available by any means. Can't use the shortcut, gesture or view menu.

Arod_LA, you listed having OS X Lion. You need Mountain Lion for the tab view in Safari 6.

Ok, I found out why...
OS X > System Preferences > Trackpad > Scroll & Zoom > check "Zoom in or out"

Sorry but what is the keyboard shortcut to activate tab view? KineticBranding, you said, "Everything else in Safari works fine, even the keyboard shortcut for Tab View works. " I've been looking everywhere for a keyboard alternative to the pinch out gesture that activates tab view. I am aware of cmd+shft+arrow to got left or right a tab, but is there a shortcut to activate tab view?

Command-Shift-| (cmd + shft + the key just above the RETURN key)... then use ARROW KEYS to toggle... and RETURN key to select

Actually, you ALSO have to have "swipe between pages" set to "swipe with 3 fingers".
This might be the default, of course, but mine was set to "scroll with 2 fingers" and the pinch to show all tabs did not work.
NOTE: This is on a Magic Trackpad, not my MBP.
