Short answer: Roll in your pre-upgrade backups, downgrade to 10.7, and ask for a refund.

Given this is a new purchase, call up Apple directly, and ask for assistance troubleshooting this.

    • Troubleshoot: look at your network configuration, and determine what's going on within that hardware and software.  That involves looking at the various pieces of hardware involved — WiFi, switches, routers, whatever you're using to connect to the Internet here — and also at your OS X system's client logs via the tool.  If there are errors here, these are usually logged.  If your WiFi device firmware or your network switch firmware or your network router firmware is not current, upgrade that, too.
    • Ignore it: Open your MacBook and then go get your preferred beverage.
    • Avoidance: Don't sleep your Mac.

In the very near future, Apple will release 10.8.3. More bug fixes, performance enhancements, etc. Tolerate the wake from sleep delay, upgrade to 10.8.3 when it comes out, and then evaluate your options after that. If it is any consolation, my 2011 Mac mini takes < 10 seconds to reconnect after sleep.

No, I don't know when 10.8.3 will be released.

It might be worth downloading a system maintenance program (there are a few out there, like Yasu and onyX) and clearing out all the caches and logs, resetting what can be reset, and etc.  upgrades can leave your system in an unsettled state; cleaning old material out can sometimes fix performance problems.
