Many thx. However I need to be able to do it on an ipad. Preferrably it would great if I selected the cell, that it went straight to the camera etc. However even an option to select a photo on the ipad photo album would still work for me as long as it pasted into a specific cell even in a thumbnail form etc

An image may be placed only as background fill in a cell. Fill is 'formatting', not 'content'. Content may be pasted into a cell. Formatting may not be pasted into a cell.
Wayne's image above shows the Graphic Inspector, not the Cell Inspector. Cell fill can be set in the Graphic Inspector or in the Table Inspector. Select the target cell(s), open the Inspector and choose the Table or the Graphic button, choose Background Image from the pop-up menu in the Inspector, then choose the file you wish to insert as fill for the cell(s).

Depends what you mean by 'enhanced,' and which version of Numbers (Mac or iOS) you're asking about.
Numbers for Mac is scriptable, and it's AppleScript dictionary is readily available, so to that extent, it can be 'enhanced.'
I don't know if iOS supports any form of scripting.
Other than scripting, Apple tends to keep a pretty tight rein on its software (and hardware) offerings.
This is fabulous help. To get quick strategic direction on this is really convenient. At the end of the day I can do without photos if need be. But if I can add photos I will have an almost perfect solution for my business.
My specific meaning is if Apple is not planning to add photos etc as above, can I get someone to write a script etc to do it?

Well beyond my ability to answer. Depends on the answers to these questions; answers that may be known by others, but aren't known by me:
Mac or iOS for:
placing the pics?
viewing the result?
Numbers for iOS does not support the full feature set of Numbers '09 (Mac). Image fill may be supported, or not.
Numbers '09 may not support the AppleScript vocabulary necessary to do this.
Numbers for iOS may not support scripting of any sort.
Leave the question open here, as others may have that information.
