I didn't see it in the articles listed below, however I think it means it is trying to load it.

Have you authorized iTunes to display purchases with your Apple ID? This may have something to do with it.

Note that the film plays fine in Itunes, thus iTunes is authorized to play it.
I have syned many times, and with the USB cable, so there has been plenty of time for the file to transfer to the iPad.
I'm starting to believe this has something to do with DRM.

Apple support does not know what this icon means either, believe ir or not.
Anyway, it got solved by doing the following:
- Remove the movie from the synced playlist.
- Sync the iPad.
- Add the movie back to the synced playlist.
- Sync the iPad.

I had a similar problem but with some songs I was attempting to load on to my IOS device. I had the same dashed circle. I discoved there was a conflict in the choices regarding how to load the music. One choice was just by song, another was by album and there are other choices. For some reason both had been selected so there was a conflict in, thus it would not load. Once I deselected one of the conflicting options the songs loaded on to the device.
I hope this answers the question a bit further.
