You indicate that you are running iOS 6.1. Open Settings > iCloud, and follow the steps to set up iCloud

You need iOS 5 or higher to use iCloud. You can check which version of iOS you have by going to Settings>General>About and looking at the number listed next to Version. If you aren't using iOS 5 or higher you need to update your phone using iTunes first (see http://support.apple.com/kb/HT4623, under "Update your device using iTunes").
If you are running iOS 5 or higher, to create an iCloud account go to Settings>iCloud, enter your Apple ID and password and sign in. Then turn on the data you want to sync with iCloud (Mail, Contacts, Calendars, etc.) You can also turn on Photo Stream and iCloud Backup if you prefer.
