If the bookmarks on your Mac are up to date, you could replace the bookmarks on your phone with the bookmarks on your Mac. To do this, open iTunes and disable automatic syncing by going to iTunes>Preferences>Devices and checking "Prevent...from syncing automatically". Then connect your phone to your Mac, go to the Info tab of your iTunes sync settings, confirm that you have selected "Sync Safari Bookmarks" under Other, then under Advanced...Replace information on this iPhone, check "Bookmarks". Then click on Apply at the bottom to sync your phone.

Thanks. That definitely got things updated on the phone. Will the bookmarks on the iPhone automatically update from now on?... or given my OSX 5.8 on my Mac, will it have to be done manually this way? When I attempt to turn bookmarks sync back ON in the iCloud settings on the phone, I get the following message on the phone screen: "The bookmarks you previously synced with your Mac will be merged with iCloud. Should I respond by pressing "Merge" or "Cancel"? How should I leave my sync settings for bookmarks on the Mac and the iCloud settings in the iPhone?

You're welcome. Attempting to sync data with bog iTunea and iCloud can cause problems (often creating duplicates). Unless you need to sync you data using iCloud to multiple iOS devices you should probably choose Cancel and leave off. If you do need to Sync with iCloud select Merge to upload the bookmarks on your phone with iCloud.
Syncing should be bi-directional, however this may not work properly if you have iCloud syncing also enabled.

So... by selecting 'Merge' in the iCloud bookmark settings on the phone, I won't spoil my bookmarks on my Mac?

You're welcome. If your Mac isn't running OS X 10.7.2 or higher you aren't syncing it directly with your iCloud account and merging your bookmarks with iCloud will have no effect on your Mac. If you're concerned, you can always open Safari on your Mac and export a copy of your bookmarks to a .html file on your desktop first. (I'm not at my Mac right now but I believe it's on the File or Edit menu.)
