It has always been very basic to always maintain a backup copy of your computer. Have you failed to do this?
The iphone is not a backup/storage device. The sync is one way - computer to iphone. The only exception is itunes purchases.
You may be able to purchase a third party program (not supported by Apple) to retrieve the other music.

Where have you heard this? This could only happen if you simply do not do the very basics.

As I said my hard drive failed and I lost all the music not purchased through iTunes. I was able to download software to assist. For those of us that aren't strictly Apple users (but stretched to give the iPhone a shot) I'm sure many have lost music. I would've been really upset with Apple had I been forced to pay for this software.
