This means that the issuer of the credit or debit card stored in your iTunes account has refused to approve the use of the card in the iTunes store. You need to contact the issuer to find out why. Common reasons:
- The name, card number, CCV code and address do not match the same information associated with the account. The name must be an exact match. As must the address.
- There is insufficient credit on the account.
- You are attempting to use the iTunes store in a different country from the one that the card is issued from.
