Contacted Apple. They gave me the explanation that a previous payment was denied. However, my bank says all is ok with the account, balance and card?!
Using another card now. Very irritated about this and especially about the standardized nonsense answers from apple helpdesk!

Seems like you have every reason to be upset but you appear to have successfully changed your payment details (and that is more than many people can achieve).
Stick with the replacement from now on.

What are you talking about? They notified you of a debt you had as there was an issue with your billing transaction. They also gave you steps to correct the problem. It's corrected now.
What are you going on about? They even did this free of charge for you...

You seem to be very pro-Apple, that is ok. I am as well. ...that does not change.
However, don't respond just to respond. Read first!
The Account, Balance and Card are fine, according to my bank! That cannot be the problem!
My own workaround is to use another card (which I am not supposed to use).
Helpdesk response has been useless as to pointing out the real cause of this issue.

Actually, I am very anti-Apple. I just try not to blame them when certain things are not exactly thier fault.
I've seen this many times, Banks says problem is not on their end, meanwhile the iTunes Store keeps getting errors from the bank's servers.
However, your work around is not restricted to just another card. You can always redeem gift cards as well, unless you're from some place like Israel.

"Balance" implies you are using a debit card. Apple accepts credit cards, but debit cards have been phased out as an acceptable payment method starting over year or so ago. They have continued to work for many people, but once they don't, you must then use a credit card or other form of payment exactly as the message indicated.
Until December 6 last year, Apple's Terms and Conditions specifically omitted any mention of debit cards, and specifically included credit cards as an acceptable form of payment. Now, they are silent on the issue and only say you must use "an acceptable payment method". To determine what that is, you have to research more:
When you make a purchase in the iTunes Store, Mac App Store, App Store, or iBookstore your account will be billed at the time of or shortly after your transaction. If you use a credit card or PayPal account for a transaction, Apple may obtain preapproval for an amount up to the amount of the order. ...
All fees will be billed to the credit card or PayPal account you designate during the registration process.
No mention of debit cards.
