I like the fact that 6.1 Match has restored individual track downloads, but it also highlights some strange behavior that I think has been there since 6.

I click on songs to play, and the download cloud remains, which I assumed meant the song was being streamed.

However, I recently got on a plane, so I turned "Show all music" to off.  In addition to music I had explicitly downloaded, all the tracks I thought I had just streamed were there.  Apparently, they had all downloaded when I played them, just like in iOS 5; however, when I turned "Show All Music" back to ON, those songs still had the cloud symbol, indicating that it thought they hadn't been downloaded.

Can someone explain this?  Have the songs been temporarily downloaded (cached), and I can expect them to disappear at some point, or is this really a bug?

Yes, this is exactly what is happening. The "streaming" on iOS devices is not exactly what we are used to when we think of streaming music. The track is actually cached in non-permanent storage and as space is needed the cache is cleared out starting with the oldest, least listened to tracks. The cache will also be cleared out if iTM is disabled then re-enabled.
