Try this first - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. (This is equivalent to rebooting your computer.)
Or this - Delete the account in Mail and then set it up again. Settings->Mail, Contacts, Calendars -> Accounts Tap on the Account, then on the red button that says Remove Account.

Had IMAP working just fine from iPhone and iPad prior to upgrade.
Upgraded both to iOS 6.1.
iPhone is working just fine.
iPad gives the email service is not responding error.
Have checked the config between iPhone and ipad, they are identical.
Have reset the ipad - did ot help.
Have deleted and recreated email account - did not help
Any ideas?

I don't know why it stopped working, but my email provided uses a non-standard SSL port for IMAP.
The trick is to get to a screen where you an enter the correct SSL port numbers into the iPhone.
You cannot do this while connected to a network!
Set the phone into Airplane mode.
Then add an IMAP email account details - it will grumble it cannot verify, but say OK, then "save anyway".
Now go back in an re-edit the settings. Magically, there are now configuration options for all the SSL ports etc.
Set the right parameters here. Save. Ignore the grumples about not verifying.
The turn Airplane mode off, and it all worked just fine.
No idea why it lost my setting, and I had to do this.
