I have three folders set up for sharing. I have them set up for "Windows" sharing.
I don't know what you mean by the Security Pref Pane. Under Security and Privacy, I don't see anything in there regarding folder sharing or the like.

I fixed it. I just googled and googled and googled. Here's my doc, that I've saved, thank goodness.
In System Preferences on the Mac
Go to Sharing.
Check File Sharing.
Make sure, under Sharing, that you've added the network names of any users
you're allowing to connect to your Mac.
Press the "+" sign to add folders you want to share.
Under Users, give rights.
Under Sharing, click on Options
Click on "Share Files and Folders using SMB (Windows)"
Also, click on "Share Files and Folders using AFP." (That's so other Macs can see this Mac.)
Also, in System Preferences.
Go to Network.
Choose the network. Click on Advanced.
Type in the NETBIOS name of your Mac, in my case, MACPETER.
You can keep "WORKGROUP" as the name of the workgroup. In fact,
you really can't change this here at all. It'll always just keep it at "WORKGROUP."
It's the last section that I'd never done. I needed to give the foreign Windows machines a NETBIOS name for my Mac. So, I just typed in the name of my Mac, "macpeter," and it works.
Thanks for your help!!

I meant to say, too, that I can connect now on my virtual PC using the following:
net use X: \\macpeter.local\documents
My colleague, on her PC, can only connect to my Mac using this:
net use \\10.xxx.xx.xxx\documents.
Distant PCs can only connect using my ip address.
But, I'm happy. It works.
