Try a reset. Press and hold the Home and On/Off buttons simultaneously until you see the Apple logo, then release. This may take up to 10 seconds. This is the equivalent of a re-boot and you will not lose any data.

Restart... Reset... Restore from Backup... Restore as New...
Restart / Reset
Backing up, Updating and Restoring
If you try all these Steps and you still have issues... Then a Visit to an Apple Store or AASP (Authorized Apple Service Provider) is the Next Step...
