I don't work at the Apple store, so I can't speak for Apple store employes, but I have worked as a repair technician before and if a power adapter or integrated wire is damaged, the fix is to replace the whole power adapter.

Here Apple claims to be so environmentally friendly yet I've got to throw out the entire power adapter just because of a frayed tip? Amazing! And customers are okay with that?

Patching together an electrical lead with solder and heatshrink is not condusive to a lasting and aesthetically pleasing solution.
.... its also dangerous
