No. FCE was end-of-life'd by Apple a couple of years ago. Even if you find a used copy, it may not be fully compatible with an OS that new.
Apple does have available, FCP-X (FCP 10), which sells for $299.99 (USD) at the AppStore. However, it is an entirely different interface from the old FCP and FCE that you were familiar with.

If you have used the latest iMovie you will find the Final Cut Pro X Interface familiar.
However, FCP X is a fully functioned pro editor, in many ways superior to legacy FCP, though it still lacks some features that certain pros find necessary.
For you it would be ideal once you have mastered the new interface.
