No, you can restrict Safari itself as well as App installs (so other browers aren't installed to replace Safari).

If you want to restrict the sites your son can go to, you'll need to get a different web browser that allows site restrictions/filtering. The McGruff browser and MobiCIP are a couple I see regularly mentioned. Install and configure such a browser, then disable Safari and installing apps in the Restrictions.
