Are you using a usb keyboard ?

Yes it's the silver Apple usb wired keyboard also using a logitec wireless mouse. I can hear the speaker beeping when I try to hold down the C key to boot from disc. If I let it boot from the main drive the logon screen comes up. I can type in chracaters but the system does not accept what should be the password.
I should mention, the external drive holding the Time Machine backups I used for this "partial restore" is same drive used for my new MM running Lion. I thought it would be OK because the old TM files from this A1176 Mini were still on that drive.
I think maybe the new system I installed never received a password? So is there anyway to start over?

Will try tonight. I think maybe i should avoid using the TM backup this time and build things back up from scatch? I only want to use this mini as a music server for my stereo system. So I don't really want anything on it other than music files.

Tried a non Mac keyboard. The Mini recognized it, go figure? Was able to boot from disc and re-installed good system. Will avoid TM and fill in the blanks manually. Thanks for the tips.
