I have same problem with you..the only different that my another device cant detect my personal hotspot..
Before i upgrade to 6.1 (6.0.1 previously), it was easy to discover my hotspot..
So what the solution do you think?
Is it necessary to downgrade to 6.0.1?
Or just wait for next update?

So far I have just have to keep trying to connect and eventually the connection will be established for me. And since my daily work is not heavily depending on the hotspot usage, I'll take this issue as a "live-with."
I suggest if you really need a easy connection on hotspot, then you should reverse back to previous version. There's nothing you really lose in previous version to me. And I think just reload your latest backup piece should be the easiest way to do that.

Can connect to hotspot easily enough but there has been a noticeable speed drop off. Seems to deteriorate a minute or two after creating the hotspot. Referring specifically to safari browser usage, and flip board.

This remains a problem for me. Whether using hotspot over wifi (macbook and ipad using iphone 4s as hotspot) or tethered directly to macbook via USB. Best way I can describe it is a "stop/start" or "sticky" connection expereince. If I stream video/audio content or download a file then the connection remains fairly stable. If i'm browsing the web on safari (or other apps accessing web content) its as though the connection goes into hibernation within about 20-30 secs of inactivity.

I followed the following on this support post. I did the network reset as described in the below link and away I went. I have noticed in the past, that I do have to toggle the hotspot once to get it to work (but not all the time).

Next time i'll think twice before updating iOS, the last 2 updates made more problems than new features.

For med the problem since the update is that the internet connection drops on my connected devices. Have both an SGSII and a laptop. Both has connected flawless for 6 months but now I get "local only" after 2-3 minutes of connection. Since I have a VPN connection to reach my work stuff this is really bad since I need to reconnect the VPN every time.
Resetting the settings did not help.

Downloaded the latest ios6.1.1 update for the iphone 4s today and it seems to have sorted out my connection issues. Steady connection, no intermittent dropping.

Just thought I would share what worked for me. My issue was my laptop especially would connect to the iphone5 for a second and then drop , or it would not connect at all. It worked fine until i upgraded my ios a few weeks back. My iphone was called Joe's Iphone, so i change the name to JoesIphone and that fixed it, i do not know why, but it had a problem with the name. If you have a wierd character or something like I did, change the name and try.
