Standard fare (fair) for Mountain Lion.. common on Lion.. never happened before that much..
Reboot the TC is all that is involved generally.
Or reboot the network.. restart in correct order.. modem.. TC.. clients 2min gap.
Or read up C17 here for more info.
There are some software that cause issues.

I have rebooted my time capsule numerour times and unfortunately it has not worked. I am still recieving the error message and unable to back up my mac book pro.

Plug the TC in by ethernet and do a full factory reset.. this will not harm the backup as long as it is not actually the problem.
How old is the TC? What model?
I would encourage changeover after 3years.. they are not a long term reliable solution.

I will have to get an ethernet cord and try that. It is only 16 months old and this has been happening for about 2 months now i just have not had a chance to sit down and really figure out the issue.

You can do a factory reset and try it by wireless. or steal the existing ethernet from somewhere else .. modem to router cord.. this can be done in complete isolation to the rest of the network.. indeed all the better.
Factory reset.. hold in the reset button and power on the TC.. keep holding in reset.. about 10sec.. front LED will begin flashing rapidly.. release. It should go back to full factory setup. The wireless may suddenly appear and the airport utility can then do the setup.
This time around use SMB names.. ie short no spaces.. pure alphanumeric.
For everything.. TCname Wireless name.. (using different name for 5ghz) and make sure hard disk share name is also SMB.. eg Data
Apple used a few different defaults.. so it will return to whichever was its original value..
You will then need to reset the target for TM to find the disk.. but the backup will still be fine (assuming it is not the problem now).
I would do a full reset of TM as well whilst you are about it. A4
Followed by a verify of the TC sparsebundle and the local disk.. See A5.

I have tried to do that numerous times as well and am still having no luck. I am thinking that at this point it is time for me to go to apple and see if they can resolve the issue. I appreciate all the suggestions.

What state is the front LED? Describe the full boot process and what the LED does.
Apple will not really offer much help if the TC is out of warranty.
I would be surprised if a full factory reset did not get you somewhere.. but you need ethernet in the end.
Normal reset is not enough.. You have to follow the instructions exactly for factory reset.
