I'm dumbfounded. I've read every forum on the problem and Apple is just sitting by like a bump on a log! I'm about to turn off my device and get a Windows 8 phone. I'm VERY disappointed in the lack of support from Apple on this issue. Their level of customer support is dismal! I'll experiment later today and post results...maybe I can help Apple customers since they are unwilling or incapable.

Continuing this effort...
1) I deleted ALL Exchange accounts on my phone. The overheating and battery consumption went AWAY within 5 minutes. I left the phone like that for about 3 hours.
2) I added back ONE of the Exchange accounts. Within 5 minutes, my phone was hot to the touch and the battery was draining at a rate of 5 percent every 10 minutes (or so).
3) I have, once again, removed the Exhange account. The phone is cool to the touch.
OBVIOUSLY, there is an issue with iPhone and the Exchange server settings.
OBVIOUSLY, the problem is being ignored by Apple.
Thanks...have a nice day!

Yup, i was going to post this once I got home this weekend.
Noticed this issue as soon as I upgraded once 6.1 was released.
Battery drains so quickly & even with a few apps open, my 4s heats up badly to a point where it could be considered dangerous..
Apple NEED to fix this ASAP. This is not safe/good enough

One and Only...
You said, "I have iOS 6.1.2 and my 4s is over heating to the point where I don't want an iPhone, does anyone have an update on the issue."
My issues resolved with update 6.1.1 an 6.1.2. The overheating STOPPED. However, I deleted AND added back my main exchange account. I have NOT reinstalled my GMAIL account using the Apple mail application. Instead, I now use the free gmail app for all of my google mail.
My ONLY suggestion...if you have a gmail account, use it only with the gmail app. It is widely known that google will try to sabotage apple at every available opportunity. This MAY be one of those instances.
Other than that...I have nothing.
Good luck.iPad 2, iOS 5.1, Same problem on the iPhone 4S / 5.1

It's normal for it to heat up playing games that have animated graphics, and when using the web, especially when on cellular data rather than WiFi. It will get much warmer with a weak signal than with a strong because the phone must increase its output power to maintain a connection.

Think whatever you want, but if you actually want to fix it you will still have to find the app that is causing it. Many people have complained about it for almost 6 years. All of them had never had the problem prior to complaining about it.

How about the people who have heating and battery drain problems with EVERY OTHER version of iOS ever released? If you insist that it must be a problem with iOS 6.1.2 specifically you will never be rid of it. If you troubleshoot it yourself it will be resolved in a few minutes.
Here's a list of complaints similar to yours going back 5 years:
