- Go to Settings>General>Rset>Erase all content and settings.
If the iPod has iOS 5 or later you can then either set up via wifi or connect to computer and set up the iPod. If bot you have to connect to computer.
- Connect the iPod to your computer and restore via iTunes. See:

I am currently an owner of an Ipod Touch 4th generation. I see you are having problems with your Ipod Touch, so I will try to find a solution to your problem.
- Plug into computer, Itunes, then click on your device
- Summary Tab
- click on "Restore"
- let it restore
- when finished,click on "Setup as new Ipod"
