Itunes 188.8.131.52 x64 ... i downloaded from Apple yesterday so i assume it is the latest version. I also did a reboot of the OS. I had v10 before. I dont remember the exact version of v10 i had.
OS: Windows 7

That is extremely odd.
Check the hosts file on the computer, remove any references to gs.apple.com and try the update again.

nothing apple based in my hosts file.. :/
I just plugged in my iphone to my laptop... and it detects the latest OS as 6.1 .... real weird... maybe if i uninstall itunes.. reboot and reinstall?
I found this: http://appldnld.apple.com/iOS6.1/091-0682.20130128.mefc4/iPhone3,1_6.1_10B144_Re store.ipsw the OS6.1 for Iphone 4 GSM... if i download that and click shift update will that work?

I fixed it.... I had to have iTunes check for updates. It said that iTunes was already up to date and then it checked and found 6.1 ... now it works.. weird that i had to do that.
