The sim on your iPad doesn't work like SMS. It will send and the recipient will only receive it when they have wifi or cellular data enabled.

You cannot do that from an iPad.  Here's the pertinent part of the iPad Manual.  Note the words "... to other iOS and OS X Mountain Lion users.":

    Sending and receiving messages

Using the Messages app and the built-in iMessage service, you can send unlimited text messages over Wi-Fi or cellular data connections to other iOS and OS X Mountain Lion users. Messages
can include photos, videos, and other info. You can see when other people are typing, and notify them when you’ve read their messages. iMessages are displayed on all of your iOS devices logged in to the same account, so you can start a conversation on one of your devices, and continue it on another device. iMessages are encrypted for security.

Note: Cellular data charges may apply.

Contrast this with the iPhone Manual's writeup (the iPhone does, of course, permit SMS to non-iOS):

Messages lets you exchange text messages with other SMS and MMS devices via your cellular connection, and with other iOS devices using iMessage.

iMessage is an Apple service that lets you send unlimited messages over Wi-Fi (as well as cellular connections) to other iOS and OS X Mountain Lion users. With iMessage, you can see when other people are typing, and let them know when you’ve read their messages. iMessages are displayed on all of your iOS devices logged in to the same account, so you can start a conversation on one of your devices, and continue it on another device. iMessages are encrypted for security.

Short version: you cannot. The iPad is not a phone. It connects to cellular networks for Internet access but that's about it. You can however, send messages to any other Apple devices (iPod touch, iPads, Macs, iPhones).
