To upgrade 9.0.4 to 9.2.2 you will need to do it in a sequence with several downloads. I don't know anything about IE but there are several older browsers to try with 9.x.x.

IE and Netscape are both archaic, especially the Mac OS 9 versions. Download and install Classilla which is by far the best 9.2.2 browser.
Also, you may want to consider upgrading to Mac OS X. This can be purchased from eBay.
As dalstott has already stated, you will need to download multiple files to upgrade from 9.0.4 to 9.2.2.

Thank You both. My problem is that whenever I download something on the iMac it says the file can't be recognized. It usually downloads as a .bin or .smi. Is there a way I can download it in a different format where the Mac will recognize the file?
