Text boxes in pages

In Pages i have a text box to annotate an image. When i try to move it near the image it won't let me. What should i do?

iMac, OS X Mountain Lion (10.8.2)

    I just dragged and dropped a random image onto Pages v4.3 on Mountain Lion. Next, I selected a Text Box from the tool bar and edited my caption text. I resized the Text Box and center positioned it just below the image.

     

    What you see here is simply drag and drop, resize, and move. No menu or Inspector adjustments were required. It might be advantageous to use the Arrange menu to Group the image and caption.

    Check the Wrap settings on the image and the text box. (Either turn the wrap off, or set it for a tighter fit).

    Inspector > Wrap > uncheck Object causes wrap > or make Text Fit zero
