Update - I tried a restore but the screensaver issue interrupted the process. I then turned off the screen saver and performed a restore with no positive reu.ts. The issue remains.

Update 2 - I learned that the restore was never applied. The glitch was causing the process to interrupt and stop. I unplugged my AppleTV, restarted a,d retried the restore. This time it worked and the screensaver no longer causes the issues. Now, however, I can't get my remote app to connect, even thigh it sees the AppleTV.

I've been experiencing the same. It seemed to "reload" itself to the top menu every ~3 minutes, regardless of the screensaver setting. I decided that the SS was just a red herring.
Based on your own follow up comments, and my expectation that the new software update was downloaded fine (albeit buggy) in the first place, I elected to just go for a "reset to factory" rather than a full "restore". Much faster, and seems to have solved the problem.
BTW, the remote app has to be re-connected to your home share before it'll respond again. Which ***** because entering your home wifi password and cloud/sharing username (which are both required before you can use remote) are exactly when you could most use the remote app.
