It is your operating system and how it is configured.
Try Safe Boot.
Try cloning the system to another drive and repair and test.
And when did you last boot from another device and use Disk utility to repair the directory and permissions?

That is not a problem in Mac OS X.
Mac OS X has detected a problem with your files on your specific computer.
There is nothing for Mac OS X to fix, and no Operating System changes will be forthcoming to deal with it.Mac Pro (Early 2009), Mac OS X (10.6.8), & Server, PPC, & AppleTalk Printers
