Welcome to the Apple Support Communities
If you purchased Logic in the App Store, you can install it for free on all your Macs as many times as you need.
First, open Launchpad, hold the Option (or Alt) key and press the X button above Logic icon to uninstall it. Then, open App Store > Purchases, and download Logic Pro

While the method you describe, does work, in regards to how to re-install Logic Pr via the App Store... it will not lead to a fully uninstalled copy of Logic Pro.. only the app itself and as Logic installs many other files, this is not the best method of achieving a full uninstall. Given the issues that the OP described, simply uninstalling the App and the reinstalling the whole of Logic Pro (plus additiona content)..is not likely to fix anything of importance... as Logic's Installer will sometimes skip important parts of the installation if it finds the files already present.

Having said all that, the likelyhood of the cause of the issue will be the Quartet's drivers themselves...
