got rid of cleanapp & techtool & reinstalled ML. Cleanapp installs crap everywhere, a real mess. ntpd runs & I can turn it on & off & set the time using time.apple.com. However message times are still wrong in mail.

When you tested in the guest account, did you set up Mail and get the wrong timestamps?

Its new started a few days befroe I posted my first question. I had a failed update for my photoshop 6 & Acrobate 11 and fixing it screwed up my Aperture install. So I did a reinstall & fixed my aperture install. Also, I'm required to have automatic updates pushed to my machine using KACE. So it may be a combination of things & makes trouble shooting almost impossible. I'm going to try a completely clean install on a different parttition to be sure its not a hardware problem.

It sounds like your system is being remotely managed. If that's the case, the administrator will have to solve this problem.

Nope, not really, just updates, but still happened when everything was turned off. However I found the simple solution:

Mac OS X may display the incorrect time when "Set date & time automatically" is enabled in the Date & Time pane of System Preferences, after using Setup Assistant or Migration Assistant to migrate time zone settings from another Mac.
The analog clock shown in the Date & Pane of System Preferences may temporarily display the correct time after selecting the correct time zone, but the time zone selected will not be retained after quitting System Preferences.
- If the Date & Time preferences window is open, close it.
- From the Go menu choose Go to Folder.
- Type or paste the following location, then click Go.
- Delete the folder named "localtime".
- Enter your admin password if prompted.
- Select the correct time zone in the Time Zone tab of Date & Time preferences.
When no time zone is selected, the time displayed in Mac OS X will be in Greenwich Mean Time (GMT), except for the World Clock widget in Dashboard which will display the correct time for the city shown on the widget.
