The inside of an iPad is pretty much a singular board, it's not modular, so if some part of the insides break, all of the insides are broken. Unfortunately, what you are describing is accidental damage, which is not covered by the manufacturer's warranty against defects.
You can try to take it into an apple store, but since it's accidental damage all they can do is offer you the option of an 'out of warranty' replacement, which for an iPad 2 starts at 249 and goes up depending on the model.

It sounds like the LCD screen is damaged not the mainboard, so while Skydiver119 is right the mainboard can't be repaired, the LCD can be replaced (although not by Apple). If you don't want to pay the price for a refurbished replacement, look into getting it repaired. I have used www.iRepairNational.com for an iPhone 4 Screen repair and it ended being less than half the price that Apple wanted for the refurb (and as an added bonus all my data was still intact when I got it back).

A few users have "revived" a dropped iPad by turning it over ang giving it multiple very hard slaps on the back.
The standard 1-year Apple Care warranty only covers defects in materials and workmanship, not damage due to accidents.
Apple's Limited Warranty http://www.apple.com/legal/warranty/ for iPad excludes coverage for damage resulting from accident, disassembly, unauthorized service and unauthorized modifications.
If you own an iPad that is ineligible for warranty service but is eligible for Out-of-Warranty (OOW) Service, Apple will replace (Apple doesn't repair) your iPad with an iPad that is new or equivalent to new in both performance and reliability for the Out-of-Warranty Service fee listed below. (The replacement will most likely be a refurbished iPad in a brown box, however, it has a new screen, back and battery.)
