If you have not performed a Restore of the iPhone iOS with iTunes on your computer, try this as the last step. If still problem after the Restore, make Genius reservation or set up Service and take or send iPhone to Apple for resolution under Warranty.

4- have reinstalled iOS 6.1 with itunes and restored from back up still no change
5- contacted Apple they had no clue
Guessing I'm making appointment next
