In iTunes, with the iPhone connected and selected in the device pane, on the Info page, select Sync calendar, and there is a drop down box that you can select Outlook.

In the info tab under Sync Calendars it does not give me the dropdown menue option, as it does with the Sync mail accounts from... box below. Under Sync Calendars it simply says in the box "Your calendars are being synced with your iPhone over the air from iCloud. Over the air sync settings can be changed on your iphone".

You would need to turn off the iCloud sync to sync with Outlook. Check out the user guide, http://manuals.info.apple.com/en_US/iphone_user_guide.pdf

Did you ever figure it out? I have the same situation. I have calendars that are not sync'd through my itunes and need to go through the cloud... but my outlook calendar needs to go through itunes because it's my work email.

On your iphone, select Settings>iCloud and second item down is CONTACTS
Switch Contacts to OFF and it will pop up a question. Select IPHONE and then connect your phone to Itunes.
Select INFO and you should now be able to choose how you sync your contacts.
Do the same for calenders if thats what you are having problems with.
I just did it and it works for me!!

Did you ever solve the problem? I have an iPhone 4 and don't use the Cloud. I sync the iPhone with my Windows 7 Outlook using iTunes. It worked perfectly until I upgraded the iPhone to iOS 7.0.2 and now the calendar entries from the iPhone are updated in Outlook but the calendar entries in Outlook are not synced to the iPhone. I get this message. Any help would be appreciate. I went to the "Genius Bar" at my local Apple Store, they were clueless and no help at all.

I no longer have a device pane. There is nowhere now that seems to connect the phone to the desktop. No where that shows you what is on your phone anymore!

What version of computer OS are you using. Things have changed a little in "slimming" down iTunes. If you look in the upper right portion of iTunes, with the phone connected, you should see two buttons. One should show the name of your iPhone, the other iTunes Store. Click on the one one with your phone's name.
